If affordability is the primary deciding factor, Amsterdam tops the list for free cultural attractions with 392. However, it’s the third-most expensive option for accommodation, at an average of $135 a night for a three-star hotel room.

The Estonian capital wins on safety, with a weighty safety index score of 78.14, while also claiming the title of cheapest spot thanks to the average three-star bolthole costing $65 a night.
